At a Glance: The Hellenic Development Bank of Investments

The Hellenic Development Bank of Investments (HDBI) is Greece’s Sovereign Fund of Funds. Its primary activity is managing public and European funds for investment in Venture Capital and Private Equity Funds alongside other investors. It is a shining example of successful public-private sector cooperation, having established itself as a reliable institutional co-investor in the country with strong European and international alliances. It serves as a significant investment gateway to the Greek market, instilling confidence in its reliability and stability.

HDBI has forged powerful strategic co-investment agreements by partnering with the Mubadala Investment Company, the sovereign investment arm of the UAE. HDBI has also signed a memorandum of understanding with Abu Dhabi’s state-owned investment company, ADQ. It is also a founding member of the ‘Scale Up Europe Initiative,’ which supports and promotes European technology champions in collaboration with other major European development institutions.

HDBI manages funds amounting to €2.1 billion, sourced from the Public Investment Program and the Recovery and Resilience Fund, which acts as the equity platform. Its current portfolio includes 29 funds (as of the first half of 2024), with the total assets under management of these funds exceeding €1.7 billion.

As a key co-creator of the Greek investment ecosystem, evolved from the New Economy Development Fund (TANEO), which was established by Law 2843/2000, HDBI’s actions have significantly influenced the development of the Greek investment landscape.

HDBI’s core strategy is to invest in initiatives that contribute to the country’s growth and finance innovation. It facilitates this goal with targeted, modern, and practical financial tools for business participation.

With key messages #WeInvestForGrowth and #FinancingInnovation, HDBI’s strategic objective is to attract private and public investment capital, manage it properly, create added value, map the country’s investment and business landscape, and promote best practices based on ESG criteria. The funds supported by HDBI invest in startups and more mature companies operating in key sectors of the Greek economy, such as technology, energy, environment, food, manufacturing, and more.

HDBI aims to expand the Greek investment ecosystem and attract international investment schemes and capital that will strengthen entrepreneurship, extroversion, resilience, and the competitiveness of the Greek economy.
